During the visit, Lee met with Project manager representing the state concern Turkmenhimiya Umytjan Ereshov and reviewed progress on the construction works. He also attended a dinner organized in support of the company’s employees.

The foundation-laying ceremony for the complex was held in October 2025 with the participation of Turkmen President Serdar Berdimuhamedov. Preparatory work at the construction site and the development of supporting infrastructure are currently underway. Scheduled for completion in 2028, the plant is expected to produce 350,000 metric tons of phosphate fertilizers and 100,000 metric tons of ammonium sulfate annually. The products will be supplied to the domestic market and exported abroad.

A contract for the design and construction of the complex, to be built on the premises of the S.A. Niyazov Turkmenabat Chemical Plant was signed in May 2025 between the state concern Turkmenhimiya and Daewoo Engineering & Construction.

Daewoo E&C is one of South Korea’s leading engineering and construction companies. The company strengthened its presence in the Turkmen market by opening a branch office in Ashgabat in October 2023.
